DODOMA: THE Tanzanian government has presented to Parliament five key priorities for the Office of the Treasury Registrar (OTR) for the 2025/26 financial year.
These priorities aim to enhance the efficiency of public institutions, improve the management of public resources, and boost non-tax revenue collection.
The priorities were presented today, April 24, 2025, by the Minister of State in the President’s Office – Planning and Investment, Professor Kitila Mkumbo, while presenting the ministry’s budget proposals for the upcoming fiscal year starting July 1, 2025.
Minister Mkumbo requested Parliament to approve a total of 148.63bn/- to implement various activities and priorities of the ministry.
One of the key priorities for OTR is the implementation of a 25-Year Long-Term Strategic Plan, scheduled to begin in the 2025/26 fiscal year and run through to 2049/50.
The plan will provide long-term guidance on investment areas, management of government assets, and economic direction aligned with the National Development Vision.
Additionally, Minister Mkumbo stated that the government will continue to evaluate and monitor government-owned assets under OTR management, as well as those that have been privatized.

These include farms, factories, residential properties, and plots of land, with the main goal of ensuring their optimal use for public benefit.
To enhance OTR’s efficiency, the government plans to strengthen the use of Information and Communication Technology (ICT) in improving the collection of non-tax revenue. This approach is expected to boost transparency, accountability, and improve revenue management in public institutions.
OTR is currently finalizing the development of a specialized ICT dashboard designed to simplify the execution of its responsibilities. The dashboard will facilitate real-time data access, streamline data analysis, and improve the overall management of public resources.
Due to the significance of ICT usage, all public institutions have been urged to allocate budgets for investing in interoperable ICT systems to streamline information handling and improve performance efficiency.
