VACANCY ANNOUNCEMENT
On behalf of Tanzania Civil Aviation Authority, (TCAA), Public Service Recruitment
Secretariat (PSRS) invites dynamic and suitable qualified Tanzanians to fill 4 vacant posts
mentioned below;
1.0 TANZANIA CIVIL AVIATION AUTHORITY (TCAA)
Tanzania Civil Aviation Authority (TCAA) was established by the enactment of the
Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) to regulate the Civil Aviation
Industry in the United Republic of Tanzania in order to ensure effective implementation
of Standards and Recommended Practices (SARPs) as provided in the Annexes of the
International Civil Aviation Organization (ICAO). The Authority is also responsible for
economic regulation of the activities of persons and institutions providing air transport
services and aeronautical airport services. Additionally, the Authority provides air
navigation services in Tanzania.
1.0.1 AIRWORTHINESS DEVELOPMENTAL INSPECTOR –1POST (DAR ES
SALAAM)
1.0.2 JOB PURPOSE
To ensure airworthiness safety oversight activities are effectively performed with the
objective of enhancing air safety and compliance to international and national standards.

1.0.3 DUTIES AND RESPONSIBILITIES
Airworthiness
i. To assist in enforcement of regulatory requirements and report deficiencies to
the Supervisor;
ii. To assist in accident/incident and complaint investigations;
iii. To assist in recertification of air operators and Approved Maintenance
Organizations;
iv. To assist in the review of manuals (maintenance, flight) and other documents
associated with certification requirements of air operators for accuracy and
compliance with Civil Aviation Regulations;
v. To assist in conducting inspections and evaluation of Approved Maintenance
Organizations under supervision of a qualified inspector;
vi. To assist in evaluation of applications for issue/renewal of certificates of
airworthiness;
vii. To assist in evaluation of applications for AME license issue/extension
applications in accordance with procedures in Airworthiness Orders as
specified in the Civil Aviation (Personnel Licensing) Regulations and Annex 1
to ICAO convention;
viii. To assist in carrying out continuous programmed surveillance to aircraft
operations, air operators and approved maintenance organizations and make
appropriate recommendations to the supervisor;
ix. To assist in carrying out accident and incident investigations in accordance
with procedures; and
x. To perform any other related duties as may be assigned by immediate
supervisor.
Aircraft Maintenance Personnel Licensing
i. To assist in carrying out processing of applications for licenses, rating,
certificates and validations in line with standards and procedures;
ii. To assist in developing and reviewing personnel licensing requirements and
Civil Aviation Regulations;

iii. To assist in providing an efficient and secure record system that maintains up
to date records of licensing and certification actions;
iv. To assist in preparing and review of syllabi for license and rating examination
for aircraft maintenance engineers and aviation repair specialists, defining the
qualifying conditions and standards;
v. To assist in preparing and marking examination question papers for licenses
and ratings;
vi. To assist drafting and promulgating of examination schedules;
vii. To assist in verifying foreign licenses for conversion or validations;
viii. To assist in investigating possible violations of legislation and regulation with
respect to personnel licensing as per set procedures and initiate enforcement
actions;
ix. To assist in carrying out processing of applications and base inspections for
Approved Training Organizations in line with standards and procedures; and
x.To perform any other related duties as may be assigned by immediate supervisor
1.0.4 QUALIFICATIONS AND EXPERIENCE
• Bachelor Degree in one of the following fields; either aeronautical, Mechanical,
Electrical, Electronic Or Telecommunication or equivalent academic qualifications
from a recognized institution. Must have (3) three years working experience in an
Aircraft Maintenance Organization as Aircraft Maintenance Engineer.
• For graduates, except for Aeronautical Engineers, they should have attended or
be provided with a basic training in Aircraft Maintenance Engineering;
• For equivalent professional qualifications they should possess Aircraft
Maintenance Engineer’s Licenses with ratings or appropriate approvals,
commensurate with their job responsibilities, i.e., Category A or C (Mechanical)
Licences with airframe and power plant ratings, category X or R (Avionics) Licence
with ratings.
1.0.5 PERSONNEL ATTRIBUTES
The candidates will be self–motivated, efficient, committed and able to work under
minimum supervision, strong team spirit, ability to interact and work effectively with both
team members and superiors and pay respect to directives.
1.0.6 REMUNERATIONS AND GENERAL TERMS AND CONDITIONS

The successful candidate will be appointed on contract for unspecified period and the
position attracts Salary Scale of TCAA SS.10
1.0.7 SENIOR MEDICAL OFFICER– 1 POST (DAR ES SALAAM)
1.0.8 JOB PURPOSE
To ensure the effective and efficient safety oversight of Civil Aviation Medical matters
compliance with national and international standards.
1.0.9 DUTIES AND RESPONSIBILITIES
i. To Evaluates medical reports submitted to the Licensing Authority by
Designated Medical Examiners;
ii. To Makes aeromedical decisions when a degree of flexibility is permitted by
Annex 1 and /or Personnel Licensing Regulations in situations where
prescribed standards for a particular licence are not met;
iii. To be responsible for periodically evaluating the competence of medical
examiners;
iv. To ensures that medical examiners are adequately trained, have practical
knowledge and experience of the aviation environment in which the holders of
licences and ratings carry out their duties and that their competency as medical
examiners is adequate;
v. To Safeguarding of medical confidentiality;
vi. To provide policy guidance for medical examiners;
vii. To represent the Authority in Civil Aviation Medical matters with partners and
other stakeholders locally and internationally;
viii. To provide strategic leadership and guidance to the Authority as regards the
provision of aviation medicine by the Authority;
ix. To Oversee and audit of Designated Medical Examiners;
x. To provide mentorship in Aviation Medicine to other Authority staff in due
course;
xi. To undertake other duties as may be assigned by the Authority; and

xii. To perform any other related duties as may be assigned by immediate
supervisor.
1.0.10 QUALIFICATIONS AND EXPERIENCE
• Holder of Bachelor Degree in Medicine from a recognized institution and registered
with the Medical Board of Tanganyika. Should be qualified and experienced in the
practice of Aviation Medical Examination for at least ten (10) years.

1.0.13 GROUND OPERATIONS DEVELOPMENTAL INSPECTOR – CABIN SAFETY
AND FLIGHT DISPATCH– 1 POST (DAR ES SALAAM)
1.0.14 JOB PURPOSE
To provide effective and efficient safety oversight of aircraft operators, flight crew and
approved training organizations in compliance with national and international standards.
1.0.15DUTIES AND RESPONSIBILITIES
Cabin Safety and Flight Dispatch
i. To assist in enforcement, investigations and in preparation of final reports
and recommendations on disposition;
ii. To participate in accident/incident and complaint investigations;
iii. To assist in evaluation of air operators, air agencies, and makes
recommendations to the supervisor or assigned qualified Inspector in the
specific task;
iv. To assist in evaluation of training programs to ensure they meet the
requirements of CAA regulations;
v. To assist in personnel certification; and
vi. To perform any other related duties as may be assigned by immediate
supervisor.
1.0.16 QUALIFICATIONS AND EXPERIENCE
• Holder of Bachelor Degree in any fields with Flight Operations License or Air Traffic
Control Licenses or Cabin Crew Certificate with working experience of at least
seven (7) years in relevant fields. For Remotely Piloted Aircraft Systems must have
RPAS Pilot License with two (2) years’ experience including 100 hours of RPAS
flying.
1.0.17 PERSONAL ATTRIBUTES

1.0.19 PERSONNEL LICENSING ASSISTANT II –1 POST (DAR ES SALAAM)
1.0.20 JOB PURPOSE
To ensure examinations are conducted and aviation personnel licenses are processed
and issued in compliance with national and international standards.
1.0.21 DUTIES AND RESPONSIBILITIES
i. To maintain records for aviation personnel licensing and certificates in
accordance with civil aviation Regulations;
ii. To assist in maintaining data base of license holders for statistical purposes;
iii. To assist in maintaining aircraft register and sale of documents;
iv. To assist in processing of license applications, ratings and examinations; and
v. To perform any other related duties as may be assigned by immediate
supervisor.
1.0.22 QUALIFICATIONS AND EXPERIENCE
•Holder of Form 4 or Form 6 Certificate and Certificate in Flight Operations
(Dispatcher) or any related field in aviation from an approved Training
Organization.
