Project Summary:

Pathfinder International has been working to promote systemic approaches to primary prevention of violence while also supporting select interventions for secondary prevention,focusing specifically on Violence Against Children (VAC) amongst 7 to 18 years old in two districts of Zanzibar - Unguja North A and B. Recognizing that other types of violence are pervasive and often inter-linked with SGBV, the project introduced interventions to equip parents and caregivers to reduce violence in their own homes while also supporting their children to report VAC/SGBV when it does occur, with the goal of protecting children from all forms of violence.

Pathfinder focused on the household and broader community, with the aim of addressing positive masculinity and more gender equitable relationships, parent-child communication around sexuality and violence, and public acknowledgement and condemnation of VAC/SGBV. Pathfinder uses an ecological model to drive normative change. In the new Phase of the project Pathfinder and its partners will focus primarily on prevention of SVAC in the two districts of Zanzibar – Unguja North A and B

Summary:

The Program Officer (PO) will be responsible for implementing activities under Pathfinder’s components of Preventing Sexual Violence Against Children through household and community engagement in Unguja North, Tanzania program to ensure that the program achieves its intended outcomes. Specifically, the PO will be responsible in ensuring implementation of a curriculum designed to change social norms and behaviors to support primary prevention of sexual violence against children by improving adult protection, strengthening joint decision making and communications between

children and adults and improving bystander intervention. Additionally, the PO will be responsible for implementing and advocacy strategy that will aim to ensure project buy in (government and community involvement), improved reporting and response to SVAC cases including improved allocation of resources for prevention of SVAC. S/he will work, primarily with, KUWAZA partners (C-SEMA and Action Aid Tanzania) and other stakeholders in providing strategic leadership, provide sound programmatic and technical inputs in the day-to-day implementation of the program

Key Job Outcomes:​

1. Program Planning:

Work closely with the Technical Advisor (line manager), country team and SVAC technical at HQ to understand program goals and to meet expectations, Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of SVAC and vulnerable children, and to identify support structures, Analyze trends of SVAC and develop/adjust program strategies to meet needs and Contribute to program design and the preparation of concept notes and proposals

2. Technical Support on Child protection

Prevention of Sexual Violence Against Children: Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities, strengthen case management and referral systems, Work with teams and communities to develop appropriate prevention and awareness-raising/behavior change strategies, Train SVAC staff to become leaders of SVAC prevention and response. Depending on skill sets and required roles, trainings may include: gender, guiding principles of addressing SVAC, SVAC case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc., Organize and support trainings for healthcare providers, as needed and appropriate, Contribute to information-sharing and data management systems, Compile monthly and quarterly reports, on time and with accurate data and Maintain flexibility to take on added responsibility as and when needed

3. Coordination:

Coordinate KUWAZA partners (C-Sema and Action Aid Tanzania), other stakeholders, local and international NGOs, to ensure holistic support for survivors, including participation in strengthening SVAC and referral pathways, actively participate in protection/SVAC working groups and contribute to inter-agency initiatives and Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

4. Financial Management:

Develop work plans in line with financial pipelines, Work SVAC Manager, Finance team and Logistics to plan and procure supplies within program

budgets and Ensure compliance with donor regulations

5. Security:

Ensure compliance with security protocols and policies, consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders

6. Reporting:

Develops and presents timely project and operations and updates on the project progress and difficulties. Documents project achievements for communications materials such as the annual reports, brochures, and website updates.

7. Brand Ambassador:

Cultivates and strengthens positive, productive relationships with donors, regulatory agencies, partners, and governmental agencies to ensure that

Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets.

8. Proposals:

Provides input and support to proposal teams

Requirements Knowledge and Experience

Minimally Required Job Specific Competencies:

  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Languages: Proven writing and speaking skills using Kiswahili and English language.
  • Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.
  • Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be details-oriented, and ability to manage stress effectively in a fast-paced environment.
  • Confidentiality: Ability to maintain confidentiality on work related matters. Flexibility to travel, when necessary, to support field operations

Required Education, Training and Experience:

 Bachelor’s degree in Social Work, Public Health, International Development, or other relevant field of study (A Master’s degree would be an added advantage

Three years’ experience in SVAC/ VAC program design and implementation
